Today, Mayor Jackie Biskupski announced she will appoint Julio Garcia to oversee Salt Lake City’s Department of Human Resources.
“Julio is a forward thinking manager. His experience in human resources has focused on employee learning, succession planning, performance management, and employee engagement,” said Mayor Biskupski on her choice. “Our city employees must feel safe and supported by their managers, and those managers must have the skills to promote an environment of growth and opportunity. Julio is the perfect person to help guide our city’s workforce agency in that direction.”
Julio Garcia has spent the majority of his career working in local government, with a strong emphasis on human resources. For five years Julio served as the Director of Elections for Salt Lake County, helping to overhaul state election law and implementing a federally mandated electronic voting system. In 2010, Julio was named the Associate Director of Human Resources for Salt Lake County, working to develop policies and procedures impacting over 7,000 permanent and temporary employees. Julio was also responsible for building Salt Lake County’s Employee University program, which provides opportunities for employee learning and development, and was recognized as a best practice by the International Public Management Association for Human Resources. From 2012-2015, Julio served as a member of the Salt Lake City Civil Service Commission, which oversees compliance of the civil service statute as it relates to Salt Lake City police and fire employees.
“I am excited to once again have the opportunity to serve the people of Salt Lake City, particularly the city’s talented and committed workforce,” said Julio Garcia on his appointment. “Mayor Biskupski has conveyed to me a clear vision of diversity, respect, and education, and I look forward to working with her and others across city government to reach that goal.”
Julio Garcia holds a Master’s of Public Administration from the University of Utah, Professional in Human Resources (PHR) Certification, and Human Resources Management Certificate from the University of Utah Continuing Education. He currently lives in the Yalecrest neighborhood with his wife and their dog.
